From what I've seen, moe (J. verb - budding) is love for an anime/manga/video game character, often related in terms referring to fire (flames of moe, burning with moe, etc.) since moeru means to burn. A character who inspires feelings of moe is called a moekko. The term can be sexual in nature, but it isn't always; sometimes it's used kinda like "otaku," in that it can describe someone who's really into something. In this context it seems kinda meta, since it's characters in the anime calling other characters moe.
